A permit renewal date can be easy to overlook while you are concentrating on lessons and practice. With changes announced for 1 November 2026, now is a useful time to check your own record. This guide separates the official rule summary from a practical planning checklist. It was checked on 28 September 2026; the changes below are upcoming at that date.

The announced changes at a glance

According to the RSA, the new rules start on 1 November 2026. Repeated-permit measures cover cars, work vehicles and motorcycles/mopeds. A third or fourth permit will require a driving test taken in the previous two years; applying alone will no longer be enough. The RSA says there will be no fifth permit and learners reaching that stage must restart the process. Expiry of two years or more will also mean restarting, across learner categories.

A valid existing permit is not cancelled simply because the new rules were announced. A first-permit holder can obtain a second without first taking a driving test. For detailed treatment of restricted permits, renewal lengths and restarting, read the RSA’s full announcement and FAQs.

Do not use an old renewal habit as your plan.

Check which rules apply on your renewal date, using your own permit and test history.

Write down these dates before taking action

Start with records you can verify, rather than an estimate from memory. A one-page note is enough. Keep sensitive identification details out of shared calendars or messages.

If a record is missing or unclear, contact the relevant service with a specific question. For example, ask how your recorded test date affects your next application, rather than asking whether “the new rules apply to everyone.” A precise question is easier to answer accurately.

A driving-test application is not an appointment

The RSA booking guide explains that you apply through MyRoadSafety and then receive an invitation to choose an appointment. The invitation currently gives you ten days to select a slot. Availability depends on the official service.

Keep your application status, invitation and confirmed appointment as three separate items in your notes. Do not assume a fee payment or waiting-list entry means a test has been scheduled. Check the account and the confirmation itself.

If your calendar is tight, think through your own constraints now: work, childcare, transport, instructor availability and the vehicle you will use. These are planning considerations, not a way to obtain priority. Never rely on an unconfirmed test date when deciding what you can leave until later.

Check eligibility as well as readiness

Feeling ready and being eligible are different checks. The RSA eligibility page covers valid permits, the first-permit waiting period and required EDT or IBT training. Check the relevant route before accepting an appointment.

Ask your instructor to help you identify the practical skills that still need attention. Keep this alongside your paperwork checklist so that one does not crowd out the other. If you are learning to ride, the IBT guide explains what to ask about training records and next steps.

For the permit application itself, use NDLS renewal guidance to check the route and documents appropriate to your circumstances. Read the current official instructions when you apply; a saved screenshot of an older checklist may no longer be sufficient.

A separate change for younger theory-test candidates

The official theory-test service says a minimum age of 15 applies to appointments from 1 November 2026. Its FAQs also address certificate validity when adding categories. Read those details before booking for a younger learner. Source: official theory-test FAQs.

Do not combine this age change with the permit-renewal change in your notes: they answer different questions. One concerns the theory-test appointment; the other concerns permit renewal. Check both if your circumstances involve both.

A manageable action plan for this week

  1. Collect your records. Find the permit, past test details and current application confirmation.
  2. Read the relevant official pages. Note any question your own record does not answer.
  3. Check your account. Confirm you can sign in and that the contact details are current.
  4. Talk to your instructor. Agree on preparation priorities and clarify training-record questions.
  5. Set your own reminders. Use confirmed appointments and your expiry date, rather than guessed processing times.

Keep the plan short enough to revisit. If something changes, update the confirmed date and next action instead of repeatedly rebuilding the whole schedule. Our official services directory brings the booking and permit links together.

Common questions

Are the November rules already in force?

At this guide’s check date, 28 September 2026, the announced start is still upcoming: 1 November 2026.

Does applying for a test mean I have attended one?

No. An application, a booked appointment and a completed test are different records. Check the official renewal requirement against the appropriate record.

Can this guide confirm my individual eligibility?

No. Use the RSA and NDLS guidance with your own category, permit history and test dates. Contact the relevant service for an unclear case.

Where should I manage my test application?

Use MyRoadSafety for the practical driving test. Theory-test appointments and NDLS visits use separate services.
